Ph.D. thesis title: Three Dimensions of Regulation in Cyber Insurance

Biography

Moshe Lahav is a Ph.D. candidate at the Zvi Meitar Center for Advanced Legal Studies at the Buchmann Faculty of Law, Tel Aviv University. His Ph.D. thesis, to be written under the supervision of Prof. Ronen Avraham, will focus on the interactions between cyber insurance, cyber risk and cyber regulation (including regulating insurers, insurers as regulators and welfare-increasing regulation).

Moshe obtained his LL.B. from Bar-Ilan University and his LL.M. (summa cum laude) from Tel Aviv University. His Master thesis, titled: "Insurance as Environmental Regulation in Israel", written under the supervision of Dr. David Schorr, examined whether insurance is a means for environmental regulation and the viability of its being a substitute or supplement for government regulation. Using a qualitative research method, this research project, the first of its kind in Israel, examined whether insurance companies in practice play a regulatory role towards those insured by environmental liability insurance and make practical use of the regulation mechanisms that are at their disposal.

Prior to focusing on research, Moshe practiced law for eight years as an associate at Gross Orad Schlimoff & Co., an international boutique law firm, known for its leading insurance and reinsurance law practices in Israel. As an insurance attorney, Moshe represented insurance companies in high-profile insurance coverage matters and gained extensive experience in litigation of complex insurance matters in various commercial lines insurance.
