The research quests the legal consequences of collaborative policy design, when the sovereign power as the guardian of the public interest governs together with philanthropist private organizations. It proposes to apply policy analysis evidence to the legal reasoning of self regulation on the one hand and to the equity and rights' discourse on the other, in order to improve our understanding of educational policy under new-governance terms.
