Biography:
Yael is a cause-lawyer in the field of children rights and educational policy. She instructs academic courses at the Constantiner School of Education in TAU. Prior to her PhD studies she worked for governmental committees and NGOs, advocating educational law-based reforms, migrating children rights, special education interests, free access and minority groups' rights in education. Her PhD research program, guided by Prof. Yishai Blank and Prof. Dan Gibton, is titled "Legal Regulation of Education Policy, Designed By Public-Private Partnerships". The research quests the legal consequences of collaborative policy design, when the sovereign power as the guardian of the public interest governs together with philanthropist private organizations. It proposes to apply policy analysis evidence to the legal reasoning of self regulation on the one hand and to the equity and rights' discourse on the other, in order to improve our understanding of educational policy under new-governance terms.
